Three councils have turned down resource consent for a landfill near the Haywards Hill road, north of Wellington.
Winstone Aggregates wanted to build the dump on a 13-hectare property that could have held 1.7 million cubic metres of fill.
It would have involved up to 259 trucks daily entering and leaving the site on State Highway 58 - some during peak traffic.
The Wellington Regional Council and the Hutt and Porirua city councils all declined resource consent.
Jo McCready, who lives close to the site, is delighted it won't be going ahead. She considers the road dangerous and hopes it will be improved.
Police also opposed the plan.
