Three years on from the Christchurch earthquake, the city has yet to see costings and timeframes for the delivery of a revamped city-centre transport system.
The 22 February 2011 earthquake killed 185 people and devastated large parts of the city.
After months of delay, a broad plan for what the Government would like to see happen with transport was published last October, only for a further delay to beset the release of the timeframes.
Papers obtained through the Official Information Act show approval was initially delayed because of ongoing negotiations between the Government and the Christchurch City Council over how they would share the cost.
Earthquake Recovery Minister Gerry Brownlee says costings and timeframes have now been delayed until May because of insurance wrangles, and it's not possible to proceed with the overall plan until all impediments have been removed.
"You can't decide to execute a plan and find that there are bits of it that are going to take a little bit more time but just box on with the rest anyway," Mr Brownlee says.
