A three-day workshop began on Friday at the Christchurch City Council as councillors look at ways of finding budget savings.
A report released earlier this week showed a shortfall of $534 million dollars in the budget for repairing broken infrastructure.
The KordaMentha report warns the funding gap could balloon even further if the council doesn't receive all of the $1 billion it's claiming from insurers.
The council is promising decisive action to meet the shortfall.
The report recommends five options, including rate rises, spending cuts, asset sales and paying less towards anchor projects such as a new stadium.
Meanwhile, the council will unveil their new chief executive to replace Tony Marryatt on Friday afternoon.
