The council made the discoveries when it matched its data against Ministry of Education payroll data.

It said in the 12 months to the end of June, it sent more than 5000 letters to teachers who were working but were not registered.

It said the most recent data-matching showed 41 were still teaching without authorisation but they had either applied to renew their practising certificates or did not need one because they worked no more than 20 days a year.

The council said the data-matching did not find any working teachers who had been struck off.
