A Dunedin City Councillor said accusations of bullying and misleading behaviour were an attempt to distract attention from a failure to fully investigate the theft of council cars.

The council's conduct committee has found that councillor Lee Vandervis breached the code of conduct by yelling at staff and misleading a committee over comments about the investigation into the council car fleet fraud.
The committee has recommended Mr Vandervis be suspended from committee hearings for two months as a penalty.
Mr Vandervis said he apologised for being loud, but was innocent of being misleading and stood by his comments that the investigation was too narrow.
The council will consider the committee's recommendation on Tuesday.
