The woman known as Scarlette said she was sexually harrassed by the rugby players and had alcohol and gravel thrown at her.

A draft report, published in the New Zealand Herald, includes claims by witnesses that she appeared to consent to the activities.

New Zealand Rugby chief executive Steve Tew said he would not be commenting or publishing the full report.

He said he had asked the Herald not to publish the documents as they contained confidential material.

Mr Tew said Scarlette had made it clear she did not want the report in the public arena.
