Thirteen Special Housing Areas in Auckland have been scrapped because their owners have failed to make any move to develop them.
An Auckland Council report on the city's three-year-long Housing Accord said the areas were mostly small and made little impact on moves to accelerate building.
The Accord had been introduced by the government to try to fast-track home building by offering a simpler consenting, and higher density zoning.
The council report shows the target of 39,000 building consents or sections created is likely to be confirmed this week when a final monitoring report is released.
The 13 special areas dropped made up only 2 percent of the building capacity created under the accord.
