A bid to block a major housing development in Wellington has failed.

The High Court has rejected an application for a judicial review by a local Miramar group into the proposed Shelly Bay development.
Enterprise Miramar argued that the resource consent decision showed apparent bias and was legally wrong.
But a court ruling today said the council's decisions were lawfully made and there were no grounds for allegations of bias.
The $500 million development includes constructing 350 homes on former land used by the Defence Force.
Opponents to the development, including Thomas Wutzler, have told RNZ they oppose the size and density of the development, along with the impact on traffic and infrastructure.
He said the group was now assessing its options and has 20 working days to appeal.
Wellington mayor Justin Lester said the court ruling was an excellent result.
"It's an endorsement of the proposal by iwi and The Wellington Company to turn a dilapidated site into something special and beneficial for Wellington," he said.
Mr Lester said the area has sat dormant for a long time and the development is a chance to drastically improve the area.
