Four hundred submissions were made on the draft terms of reference for the Royal Commission of Inquiry into historical abuse of children in state care.

A report on those submissions has been released.

It says half came from, or were made on behalf of, survivors of abuse in state care.

One hundred and twenty-nine asked for faith-based institutions to be included in the inquiry - and such institutions have since been included in the final terms, released last month.

Ninety-three submissions wanted the inquiry timeframe to be extended beyond 31 December, 1950 to 1999. That did not happen, but the inquiry has been given discretion to consider cases outside those dates.
