Fish & Game says it was kept in the dark by the Department of Conservation while it worked on a deal with Trustpower, involving DoC not opposing a hydro-scheme in Marlborough.
DoC has revealed details of the deal regarding the scheme on the Wairau River.
It says it's ensured a future for endangered black-fronted terns.
But the Fish & Game says that's not the case. Regional manager Neil Deans told Morning Report the organisation was deliberately kept out of discussions.
DoC says its records clearly show Fish & Game was advised of the talks.
