The Prime Minister of Samoa, Tuilaepa Sailele, says he believes Tonga should be given an opportunity to handle its own affairs.
The New Zealand based office of Unesco has called on Pacific governments to speak out against the Tongan government's plans to change the constitution.
But Tuilaepa says Tonga has the sovereignty to conduct its own business.
The Prime Minister says Samoa will have an opinion if the issue is raised at the Pacific Island's Forum in New Zealand in August.
