The Labour Party's social development spokesperson, Jacinda Ardern, says social service providers continue to have serious questions about the Government's youth welfare package.

The tender process for the new programme closes on Monday.

The plan focussing on 16- and 17-year-olds and Ms Ardern says it will leave those aged 18 and 19 without any assistance into work, training or education.

She is also critical of the proposal to pay providers bonus payments, saying it opens the way to potential fraud.
