New Labour Party rules in place by 2013

The Labour Party's ruling council met on Friday to put in place the constitutional changes its annual conference endorsed two weeks ago.

Aside from deciding to open leadership contests to all party members the conference also agreed to reorganise electorates into regional hubs and to give members more say in policy development.

Labour president Moira Coatsworth says the rules to elect future leaders will be in place by the end of December.

She says members will be able to attend meetings to hear candidates speak and will have the choice of voting at the meetings or by post.

In the wake of the demotion of the front-bench MP David Cunliffe for disloyalty to the party leader, David Shearer, the council has also been considering a complaint from Mr Cunliffe's New Lynn electorate.

However Ms Coatsworth won't comment on an internal party matter.
