Papua New Guinea Prime Minister Peter O'Neill arrives in Wellington on Wednesday for talks with his New Zealand counterpart, John Key.
Mr Key said New Zealand has a close relationship with PNG and he wants to develop it further.
As part of efforts to foster greater business ties, he says, a double tax agreement - which ensures companies are not taxed in both countries - is going through its final ratification process.
The three-day visit includes the official opening of the refurbished PNG High Commission in Wellington.
