Housing Minister Phil Heatley says the Government intends to increase the amount of social housing.
The Government is considering recommendations by the Housing Shareholders Advisory Group which include developing the participation of third parties in social housing.
Mr Heatley faced questions on Tuesday during Parliament's Question Time about whether that would result in less government funding for the sector.
He told Parliament the Government and community housing organisations would pool their resources.
Mr Heatley says the Government will not put less money into the sector, but it cannot afford to put in more money.
