New Zealand Diving and Salvage is continuing to work at the site on Astrolabe Reef where the container ship ran aground in 2011.

A two nautical mile exclusion zone remains in place while the work goes on, but harbourmaster Peter Buell said boats of all sizes are regularly breaching the zone and getting in the workers' way.

Mr Buell said there have been about 20 recorded breaches this year, and warned anyone found in the zone could face a fine.
