A FIFA official is believed to have been the source of thousands of illegal ticket sales at the World Cup finals in Brazil.
Rio de Janeiro's police commissioner says "someone from FIFA" and an intermediary from FIFA's ticket agency channelled the millions of dollars worth of tickets onto the black market.
On Wednesday police arrested 11 people accused of selling tickets that may have been obtained through a contact at world football's governing body.
The police chief said their investigation was launched without FIFA's knowledge, but he's now calling for FIFA's assistance to help identify the ringleader.
