The New Zealanders beat the Cook Islands 9-nil in their semi-final, while New Caledonia beat Fiji 4-2.
New Zealand, the defending OFC champions, will go into the final as heavy favourites after beating New Caledonia 7-0 earlier in the tournament.
The winner of the final will earn a berth at the 2018 FIFA U-17 Women's World Cup, set to take place in Uruguay next December.
