They're asking for a total of $10.4 million, but there's only $6 million of funds available from the Waikato River Authority.
Far less money is being sought this year - last year bidders proposed spending $56 million.
Successful applicants will be told before Christmas.
The Government has committed $220 million to the authority over the next 30 years.
