A Tuhoe leader says police will have great difficulty gaining the trust of the community without acknowledging the extent of the damage caused in the Urewera raids.
The Independent Police Conduct Authority has found that the 2007 armed raids and roadblocks in Ruatoki and Taneatua were unlawful and unreasonable.
The report recommends that police take steps to re-engage with the people of Ruatoki.
Iwi leader Tamati Kruger says the report doesn't acknowledge the serious wrong that occurred, and the injury and damage the raids caused to the lives of innocent people.
He says that acknowledgement would've been a great step forward for Tuhoe and police.
Mr Kruger says forgiveness is procured when everyone agrees that something has gone wrong.
