Staff at the Victorian Parliament have started work bans as part of a push for better pay - including refusing to open doors for MPs.
They are also refusing to wear ties and jackets and banning some administrative work.
They have been offered a 2.5% pay rise.
The ABC reports Premier Ted Baillieu says he hopes the staff do not escalate the industrial campaign.
"Anyone who does take industrial action should do it lawfully and responsibly," he said.
"My views about this haven't changed. We have a wages policy and we're sticking with that policy."
