The United Nations Security Council is due to vote on Saturday on a resolution allowing a ceasefire observer force to be sent to Syria.
Secretary General Ban Ki-moon asked this week for the force to be set up even though President Bashar al-Assad has not withdrawn troops and heavy weapons as agreed in a ceasefire plan.
Russia and European nations proposed rival resolutions on the 300-strong UN ceasefire force, which were merged during talks on Friday.
But not all details have been finalised.
