Taiwan says it will consider sanctions against the Philippines over the shooting of a fisherman by the Philippines Coast Guard.
The Philippines government says it will not apologise for the incident until an investigation has taken place, after Taiwan had earlier demanded an inquiry, the ABC reports.
The 65-year-old fisherman was a crew member of a Taiwanese fishing boat the Philippines Coast Guard had fired at.
President Ma Yin-Jeou said Taiwan would seek justice for the fisherman's death, including compensation and a full investigation as well as an apology.
But a Philippines' presidential spokesperson says the coast guard was acting in self-defence when it fired and the response was appropriate.
The Philippines has suspended 11 coast guard staff and two fisheries staff who were on board the vessel and has pledged an impartial investigation.
A coast guard spokesman said the Taiwanese boat had entered Philippines waters, but the fisherman's son says the boat did not cross into Philippine territory.
