Justice Minister Olena Lukash threatened on Monday to call for a state of emergency and demand that all talks with the opposition cease unless the occupation ended.

However, a BBC correspondent says about 30 protesters remain outside the building and are refusing to let anyone in. The building was taken over late on Sunday.

Correspondents say the political crisis appears to be deepening ahead of a special session of parliament on Tuesday to discuss the situation.

The crisis began in November when President Viktor Yanukovych pulled out of a trade deal with the EU in favour of a $US15 billion bailout from Russia.

Mr Yanukovych held a meeting with leaders of the three main opposition factions on Monday evening.
