Albania is to let Kosovo use the Adriatic Sea port of Shengjin.
Kosovo is landlocked and wants better access to markets in Albania and the rest of Europe.
Prime Minister Sali Berisha said on Monday a study will be held into enlarging the port of Shengjin, which is close to a road now under construction between Kosovo and Albania.
Other joint projects would include power generation, a railway link and a joint network of customs checkpoints.
