Congress backs spending bill

The United States House of Representatives has narrowly voted in favour of a $US106 billion bill to pay for the wars in Iraq and Afghanistan and extend billions in credit to the International Monetary Fund.

The legislation also includes extras such as vouchers to spur on car sales and comes after a series of political battles between the ruling Democrats and the Republican minority.

The bill, which now heads to the Senate for consideration, marks a step forward for Mr Obama's agenda for winding down the Iraq war and boosting operations in Afghanistan.
