United States President Barack Obama and Russian President Dmitry Medvedev have agreed on a target for cuts in nuclear arms.

At a joint news conference in the Kremlin on Monday the two leaders spoke of their resolve to put differences behind them and focus on cooperating to solve global problems such as the spread of nuclear weapons.

They pledged to finalise a treaty by the end of the year to cut the number of deployed nuclear warheads on each side to between 1,500 and 1,675 from the present level of above 2,200.

The presidents also agreed on a deal to let US troops fly across Russia.

Russia will allow 4,500 flights a year carrying US troops and weapons to the war in Afghanistan to cross its territory free of charge.
