Bernard Lapasset of France has seen off a challenge from Bill Beaumont of England to be re-elected chairman of the International Rugby Board.
Lapasset beat Beamont 14-12 in a vote in a meeting in Los Angeles.
An earlier vote resulted in a tie in Auckland on 19 October, a few days before the World Cup final.
Lapasset, formerly the French Rugby Federation president from 1991 -2007, oversaw a successful campaign to get rugby back into the Olympic Games.
The New Zealand Rugby Union supported Beaumont.
