Growing support for a bond bank for the US overseas territories

Congresswoman Madeleine Bordallo of Guam has thrown her support behind the suggestion that a US Territories Bond Bank be established.

Ms Bordallo says infrastructure improvements financed by US military construction fund will not address all of Guam's critical needs.

She says financing from other sources must be sought and securing that money is not easy.

Ms Bordallo says the establishment of a Bond Bank that pools resources from Guam, American Samoa, CNMI and US Virgin Islands and issues combined debt in the form of tax-exempt bonds is a possible solution to the challenge.

She says proceeds from the bond sales would be re-issued in the form of loans aimed to finance reconstruction projects for the US territories.
