Fiji's military-led government says the country will be returned to democracy by 2010.

The interim prime minister, Commodore Frank Bainimarama, says cabinet has approved a roadmap which would see Fiji return to parliamentary democracy in the next three years.

He says a three-member committee will be appointed to review parts of the 1997 constitution to end the politics of race.

This would include eliminating separate rolls determined by race and the end of voting in accordance with racial classification.

"Henceforth each voter should vote for a candidate of his or her choice in a common roll with each vote having equal value."

Commodore Bainmarama says before an election could be held a national census needs to be conducted with the results used to determine new constituencies.
