New Zealand's prime minister, Helen Clark, says she'll be attending this year's Pacific Islands Forum, whether or not Fiji's interim Prime Minister Frank Bainimarama is there.

The Tongan government has now issued invitations to the leaders of all Forum countries to attend this year's summit in Nuku'alofa.

Commodore Bainimarama has said he intends to go, despite the New Zealand and Australian governments urging him not to.

Miss Clark says it won't affect her plans.

"I'll be going, I'll be there. I have invested a lot of time and effort over, close to eight years in the Pacific Islands Forum. And there is a lot of business to do there."

However, Commodore Bainimarama can expect a cold reception from Miss Clark, who has indicated she won't be talking to him.
