A former Solomon Islands deputy prime minister says if the government wants to avoid another period of violence it must listen to the people.
Ethnic unrest on Guadalcanal between 1998 and 2003 resulted in the deaths of about 100 people and the displacement of up to 20,000 people.
Kamilo Teke, a deputy prime minister in the second post-independence government, has written a book about the surrender of one of the leaders of the Guadalcanal Liberation Front, Harold Keke.
Mr Teke says the issues for which Keke was fighting have not been addressed.
"As far as I'm concerned we are living on the apparent peace. Apparent peace. There are an element that there's something possible to happen again if the government is not cautious about it, if the government is not careful."
Kamilo Teke says 98 percent of rural Solomon Islanders are not receiving the necessary benefits to ensure lasting peace.
