The Northern Marianas governor is not performing his constitutional duty, according to a former senator, Herman Deleon Guerrero.

Mr Guerrero said he was referring to the governor not filling vacancies on government boards and commissions.

The Marianas Variety reports that this month Governor Ralph Torres re-appointed Mr Guerrero to the Civil Service Commission after the latter pointed out his term had actually expired in January.

However Mr Guerrero declined in protest.

Mr Guerrero has expressed concern about other boards and commissions where members are not appointed in time.

He said the slowness of the governor means he was not properly meeting his constitutional obligations.

Mr Guerrero said it is holding back the Civil Service Commission from discussing policies, procedures and rules that govern the entire civil service.

He said there were civil servants whose grievances must be addressed as soon as possible.
