Mr Guy was forced to defend the ministry in Parliament on Thursday afternoon, after Trade Minister Tim Groser said on Wednesday said it didn't have sufficient staffing and or a satisfactory communications strategy.

The Labour Party's primary industries spokesperson, Damien O'Connor, questioned Mr Guy in the House over the comments.

Mr Guy responded, but would acknowledge only the under-resourcing for the ministry in China, and told Parliament that is being remedied, along with more staff in Wellington.

The Government restructured the ministry in 2011 and 2012, axing more than 200 positions, to save $18 million.
