The Red Cross is defending a slow trickle of funds from its coffers reaching those affected by Cyclone Gabrielle and the flooding.
New Zealanders have donated more than 22 million dollars to the Red Cross disaster fund.
But less than $4 million has been dished out. Communities are getting impatient, and people are divided on where the greatest need lies.
