The government's proposing increasing fuel taxes in a phased way to pay for big infrastructure projects and maintenance.
Its draft Policy Statement outlines fourteen transport projects it wants Waka Kotahi to deliver over the next decade.
They include funding four-laning State Highway 2 between Napier and Hastings, a new Northwestern Busway in Auckland, and a second tunnel through Wellington's Mount Victoria.
