Pres Zelensky urges UN security council to reform veto rules or dissolve

From Midday Report, 12:18 pm on 6 April 2022

Te pūrongo o te poutūtanga has asked all five permanent Security Council members' embassies to New Zealand whether they support removing the veto right at that forum.

The United States says: Russia alone bears responsibility for the ongoing violence, that "Russia cannot veto the UN Charter. Russia cannot, and will not, veto accountability".

The US did not mention veto reforms.

France says will never use its veto in cases of mass atrocities; and has the support of 105 countries to regulate its use.

It says the council cannot be paralysed when mass atrocities are committed.

In the Security Council's 76 year history; the veto has been deployed 263 times -- about 120 times by Russia or the USSR and about 80 times by the United States, the United Kingdom 29 times, France 16, and China 17.

The United Kingdom, China and Russia are yet to respond to requests for comment.

Former UN official, consultant to the security council, and former Green MP, Dr Kennedy Graham spoke to Māni Dunlop about the need for reform.
