Not everyone is happy with the government's plan to merge all the country's polytechs - the Southland Institute of Technology for one.
Invercargill's zero fees polytech has bucked the trend for failing institutions across the country - it's never recorded a deficit and has seen student numbers steadily grow.
Its chief executive says it's unfair that a centralised agency will now get to decide how its hard-earned $36-million surplus will be spent in the region.
