The country's mayors have made more trips to China in recent years than all other countries combined. Figures obtained by RNZ show since 2014, 32 mayors have made a total of 70 trips there. The majority were paid for by ratepayers, but Chinese businesses and governments have funded about a third of the visits. Katie Scotcher reports.
