Hawke's Bay councils now have to sell ratepayers on a take it or leave it offer from the government to help buy out cyclone wrecked homes at high risk of being flooded again.
Hinewai Orsmby who chair's the Hawke's Bay Regional Council says councils have agreed not to reveal how much the Government will pay until next week.
The percentage split differs across the three funding areas of housing flood protection and roading.
