The Defence Force is again warning the Government it's in a dire state, calling it vulnerable and hollow and describing the Navy as extremely fragile.
Staff have left in droves and it is now looking at making it easier to meet the minimum entry requirements for education, health and fitness.
The exodus of people has now slowed but there are still huge problems.
