Amnesty International has criticised Papua New Guinea for denying humanitarian organisations access to an Australian-funded camp for asylum seekers and failing to curb brutality by security forces.
It says humanitarian organisations and lawyers were denied the opportunity to investigate reports that human rights were being violated in the camp on Manus island.
It also says allegations of police and army brutality against dissenters persist, particularly affecting landowners in remote areas opposing illegal logging.
The report says there has been progress in Bougainville, but it says the United Nations-assisted disarmament program has stalled and the UN is considering extending its mission to the island.
