The Pacific Islands Forum Secretary-General, Greg Urwin, says Thailand has applied to join the dialogue partners who hold formal talks after the Leader's summit meeting.
If the application is approved, Thailand will take part in the talks after the 2005 Forum meeting.
It will join a group that brings together representatives of a wide range of nations including China, Japan, the European Union, Britain, France and the United States
