American Samoa's Telecommunications Authority needs to borrow money for upgrades

The American Samoa Telecommunications Authority says it needs to borrow money to carry out necessary upgrades to improve the territory's telecommunications system.

The executive director, Aleki Sene, says ASTCA is dependent on its own revenues to carry out needed improvements, but he says it could do much more if it can borrow money.

Mr Sene appeared before the Senate Budget Appropriations Committee this morning to answer questions about ASTCA 's fiscal year 2008 budget.
