The head of an inquiry into a fatal crash in Kenya says the legal driving status of the person driving the vehicle will be investigated.
Three people from New Zealand and a Kenyan man were killed on 15 January when a minibus rolled in a ditch.
The vehicle and its 16 occupants were part of a mission from Bethlehem College in Tauranga.
In contradiction to earlier statements, the college later said David Fellows, 18, a former student, was at the wheel, not a Kenyan man as it had earlier stated.
It has since been learnt that the Traffic Act in Kenya bans drivers aged under 24 from driving minibuses.
Bethlehem College board of trustees chairman Greg Hollister-Jones said on Sunday that who was at the wheel will be considered along with other matters by a special board inquiry into the incident.
Mr Hollister-Jones said the terms of reference of the inquiry are still being finalised and will remain private, as will the membership of a special sub-committee of the board overseeing the inquiry.
