Scott Simpson and Tim Macindoe were appointed ministers outside the Cabinet on Tuesday following the imminent retirement of Murray McCully and Hekia Parata.

Governor-General Dame Patsy Reddy congratulated the pair and said New Zealanders would rely on them for leadership.

"It's a great honour and responsibility that has been entrusted to you," Dame Patsy said.

Mr Macindoe and Mr Simpson have been appointed to the portfolios of customs and statistics respectively.

Other portfolio changes were also confirmed: foreign affairs to Gerry Brownlee, education to Nikki Kaye, defence to Mark Mitchell, civil defence to Nathan Guy, racing to David Bennett and greater Christchurch regeneration to Nicky Wagner.
