A coroner has emphasised the need for parents to ensure their children are closely supervised at swimming pools.
Nylah Vau, aged two years, died at the Waiwera pool complex north of Auckland in February.
When Nylah disappeared her mother had gone to breastfeed a younger child and her father was still unloading their car outside the pool.
Coroner Peter Ryan has found the number of lifeguards on duty was a contributing factor in the death.
However, he says the main cause was the lack of active adult supervision, caused by confusion between the parents as to who would do it.
