National water policy guide doesn't match policy

Otago Regional Council says the wording in a national water quality policy conflicts with the guide which is used to implement it.

The National Policy Statement for Freshwater Management came into effect in July, with the aim of improving water quality across the country, while allowing for regional flexibility of rules and regulations.

Council policy and resource planning director Fraser McRae does not have a problem with that.

However, he says the implementation guide, which is more likely to be read than the policy, is more prescriptive and constraining than the original document.
