EU leaders open spending summit

Thousands of anti-austerity protesters have targeted a European Union summit looking at how governments can loosen up spending to help lower record unemployment.

The two day talks in Brussels are tackling a multibillion euro bailout for Cyprus - the fifth for an EU state since Greece first needed rescuing three years ago.

The lack of jobs for youths across Europe will also be discussed.

Heads of state and government will also look at relations with key partners, notably Russia, while France and Britain may raise the issue of a Syrian arms embargo they want lifted to help insurgents fighting the regime of President Bashar al-Assad.

Trade union protest organisers say 15,000 demonstrators were gathered outside the venue.
