Fiji police say they will maintain tight security as residents of all the country's towns and cities except the capital, Suva, vote in their local government elections today.
In Suva voting has been delayed for three weeks because two nominated candidates died ahead of the polls.
But there are reports that large numbers of people eligible to vote have not registered to do so.
In Fiji's most heavily populated town, Nasinu, only 28,000 of the 42,000 people have registered.
Voting will take place until 7.00pm local time, and all results are expected to be declared tonight.
With all political parties saying they are confident of victory, the poll is being seen as a test of their popularity ahead of next year's general elections.
